Outbreak Command Beginner Strategy Guide

Concrete mechanics: virus slots, DNA tracks, region intel, city reading and upgrade order.

A practical Outbreak Command guide explaining the three virus slots, every DNA upgrade, how to read region properties, how to use the intel popup, and how to choose the next DNA upgrade from heat, cold, healthcare, mobility and density.

Core objective and the real win condition

You command three independent fictional virus slots on a randomly generated region network. The goal is not to click every DNA button as soon as possible; the goal is to spread into enough regions before detection, route closures and cure research make expansion impossible.

Each run ends when all active outbreaks are contained/cured, fizzle out, or the response collapses under deaths and spread. A good run usually has three phases: quiet spread, adaptation to hard regions, then late severity/lethality.

Virus slots: Prism Fever, Ghost Mist and Tide Speck

The three virus chips at the top are Prism Fever, Ghost Mist and Tide Speck. They are separate evolution lines: each has its own DNA levels, infection/death numbers by region, detection state and cure progress. They do not currently have hidden innate bonuses; their 'personality' is created by the DNA path you choose.

The percentage on each chip is that virus's cure progress. If one chip is being cured quickly, stop making it louder with symptoms and invest in Drug Escape or Stealth, or switch to a quieter virus slot to keep spreading.

Virus slot usage

Virus slotWhat it really meansGood build directionWatch out for
Prism FeverOne independent virus line with its own DNA levels and cure bar.Fast spread: Aerosol + Vector Hosts.Do not keep upgrading it if its cure percentage is already racing ahead.
Ghost MistA second independent line, useful as a quieter backup.Stealth + Drug Escape for wealthy or high-healthcare regions. It still has no magic hidden bonus; it only becomes stealthy if you buy stealth DNA.
Tide SpeckA third independent line for experimenting with route-specific spread.Water Shell on maps where sea routes matter.Do not buy Water Shell blindly on air-heavy maps.

Every DNA upgrade and when to buy it

Use this table as the main upgrade cheat sheet. Early levels are cheap; later levels are expensive, so buying the right family matters more than maxing one track blindly.

DNA upgrade cheat sheet

DNAMain effectBuy whenAvoid when
AerosolHigh-mobility spread and blue air-route spread. Many air routes; selected region has high Mobility; popup recommends Aerosol.Map is sea-heavy or mobility is low.
Water ShellSea/port spread and better spread in weak-healthcare regions.Green sea links connect key regions; isolated target is sea-only.Map is air-heavy and no sea bottleneck exists.
Vector HostsGeneral infectivity, strongest in dense regions.Density is high; map traits are still unknown; you need safe broad spread.A clear Heat/Cold wall is already blocking survival.
Heat ProteinCounters high Heat regions.Heat is about 60%+ or the popup says heat resistance is lacking. The selected region is cold/temperate and spread is already fine.
Cold MembraneCounters high Cold regions.Cold is high or infections die quickly in a cold region. The current problem is healthcare/cure rather than environment.
Drug EscapeWeakens medical and research response.Healthcare is high; cure bar is rising fast; AI medical pressure is high.Very early, before detection, if healthcare is low.
Low-Symptom StealthDelays detection, panic and route closures. You are scouting; many routes are still open; panic rises too early.Endgame, when spread is complete and you need lethality now.
Symptom BloomMore DNA income and slight spread, but louder detection.Several regions are infected and you need DNA tempo.Opening phase before enough regions are seeded.
Organ DamageHigh lethality for the finishing push.Late game after broad infection or when you need response collapse.Early game; it kills hosts and accelerates containment.

How to read a region/city

Tap a region after the outbreak starts to open the intel popup. It shows public population, Heat, Cold, Healthcare and Mobility, plus a confidence bar for each trait. A value can be Unknown even if the confidence bar is partly filled; tapping and letting infections run improves intel over time.

Region property -> DNA decision

PropertyWhat it meansUpgrade responsePractical read
PopulationTotal infection/death potential. No direct DNA; choose it as a valuable target.Big population is good only if you can survive its environment/healthcare.
HeatHot environment pressure.Heat Protein.High Heat + stalled infection = stop buying symptoms, buy Heat Protein.
ColdCold environment pressure.Cold Membrane.High Cold + short life days = buy Cold Membrane.
MobilityPeople and routes move faster.Aerosol.High Mobility plus air routes is the best Aerosol signal.
HealthcareMedical containment and cure pressure.Drug Escape; sometimes Stealth first.High Healthcare means raw infectivity alone is usually not enough.
WealthResearch/response capacity after detection.Stealth before detection; Drug Escape after cure pressure appears.Rich regions are powerful spread prizes but dangerous cure engines.
DensityLocal contact rate.Vector Hosts. When popup/advice mentions density, Vector Hosts is the stable spread buy.
Local SpreadInternal region spread speed.Route DNA if exporting; Vector Hosts if local growth is weak.High local spread can seed DNA income before you go lethal.

The intel popup recommendation is a decision tree

The game recommendation is not flavor text. It checks the selected virus against the selected region and picks the biggest visible blocker.

Popup advice priority

If the popup/advice says...MeaningBest response
Heat resistance lackingThe selected virus does not match a hot region.Buy Heat Protein before more symptoms.
Cold resistance lackingThe selected virus does not match a cold region.Buy Cold Membrane before more symptoms.
Healthcare looks strongMedical/cure response is the bottleneck.Buy Drug Escape, and consider Stealth if detection is early.
Mobility appears highRoute and travel spread can be exploited.Buy Aerosol, especially with blue air links.
Density appears highLocal contact rate is high.Buy Vector Hosts for stable spread.
Intel is limited / stay stealthyThe game lacks enough confirmed traits.Buy Low-Symptom Stealth and keep tapping regions.

Starting region selection

Before the run starts, the gold suggestion box recommends a start based on public population, mobility, local spread and lower healthcare. This is usually a good beginner start because it balances growth with lower immediate medical pressure.

If you choose manually, prefer a region with several open routes, high population, high mobility, and not-too-high healthcare. Avoid starting in a rich medical fortress unless you plan to buy Stealth and Drug Escape early.

After seeding, immediately tap the starting region to inspect it. Your first two upgrades should come from what you see: Aerosol for high mobility/air links, Water Shell for sea links, Vector Hosts for density or unknown maps, Heat/Cold if the environment is obviously hostile.

Opening build orders

Pick the opener from the map instead of memorizing one universal order.

Opening route table

Map situationFirst 3 buysWhy it works
Unknown map / first tryAerosol 1 or Vector Hosts 1 -> Stealth 1 -> inspect neighborGives spread while buying time to reveal traits.
High mobility + many blue routesAerosol 1 -> Aerosol 2 -> Stealth 1Uses open air routes before closures start.
Sea-heavy route networkWater Shell 1 -> Water Shell 2 -> Vector Hosts 1Turns sea links into expansion paths.
High Healthcare or Wealth startStealth 1 -> Drug Escape 1 -> Aerosol or Vector HostsDelays detection and weakens the cure engine.
Hot/cold wall appears earlyHeat Protein or Cold Membrane -> broad spread DNA -> StealthFixes survival before spending on louder symptoms.

Routes, panic and closures

Blue routes are air routes and green routes are sea routes. Open routes move infection between regions; closed routes stop future cross-region spread on that link.

Public panic rises from infection, deaths and severity, and Stealth reduces this pressure. When panic climbs, the AI can close routes based on route traffic and the connected regions' wealth/healthcare. This is why early Organ Damage often loses: it creates panic before the map is seeded.

Your timing target is simple: get multiple regions infected while routes are open, then adapt to the hardest climates/healthcare, then add symptoms and lethality.

A practical mid-game checklist

Use this as an in-run checklist after the first two or three upgrades.

Mid-game checklist

CheckIf yesAction
A virus cure bar is much higher than othersThat virus is being researched hard.Stop loud symptoms on it; buy Drug/Stealth or switch virus slot.
Several routes are still openYou still have expansion time.Buy route DNA or Stealth before panic closes links.
Selected region shows Heat/Cold wallEnvironment is blocking survival.Buy Heat Protein or Cold Membrane immediately.
DNA bubbles appearFree resources are on the map.Tap them; each one can fund a key upgrade.
Multiple regions are infectedSpread base exists. Now Symptom Bloom is safer; Organ Damage is still late-game.

Routes close before expansionPanic rose before seeding the network.Use Stealth earlier and avoid early Organ Damage.
DNA feels too slowToo few regions infected or bubbles ignored.Spread first; tap DNA bubbles; add Symptom Bloom only after multi-region infection.
